Let's get this straight.The case in Singapore as filed by the Indians of Global Steel is not because they could not pay, it is because the NSC Liquidator could not comply with the APA conditions. And why can't they comply? It's because the City of Iligan said the Liquidator has not fully paid its real estate taxes, while the Liquidator said they did pay in full but the City treated it only as partial payment.
