Maongco asks palace to audit Lanao Sur LGU on IRA

Engr. Ashary P. Maongco asked the Commission on Audit (COA) to audit the provincial government of Lanao del Sur on how it is spending its monthly Internal Revenue Allotment (IRA) amounting to PhP105M and other government and foreign funded projects channelled through the provincial government.


Speaking during the launching of the new reform movement, Sautol Haqq (Voice of Truth), Maongco, general manager of Lanao del Sur Electric Cooperative (Lasureco) said “We welcome the request of our Honorable Governor Adiong to the National Electrification Administration (NEA) and the Department of Energy (DOE) to look into the whole operations of Lasureco.”

He was referring to a news item published earlier by a Manila morning daily which quoted Lanao del Sur Governor Mamintal Adiong Jr. and ARMM Governor Mujiv Hataman as urging the NEA and the DOE to look into what they called an anomalous scheme by the cooperative of supplying electricity to thousands of local consumers without calibration meters as well as its unpaid accounts which rose to P7 billion in recent years.

“In like manner,” Maongco stressed, “we challenge the... governor to welcome the request to the national government and the Commission on Audit (COA) in Manila to also look into the financial operations of the Provincial Government of Lanao del Sur on how they spend the Internal Revenue Allotment (IRA) in the amount of about P105 million per month and all other government and foreign funded projects like the Saudi Fund for Development (SFD).”

He added: “DILG, DOE and COA should also look into the application of the provincial shares from the national wealth derived from the operations of
Agus 1 and 2 Hydroelectric Plants of PSALM, which the law requires that at least eighty percent thereof should be used for the reduction of electricity rates of the host communities.”

Maongco asked Malacanang to to form a Special Audit Team to to conduct investigation of the provincial funds in connection with Adiong’s first cousin in AMLAC Case No. 13-003-22.

Maongco said the accusation of Adiong of no calibration was a big lie as Lasureco had implemented the transformer and primary metering to measure municipal and individual consumptions. “Just the same, the resistance to pay is pervasive, owing to poverty and poor governance which leaves us no recourse but to disconnect delinquent member-consumers,” Maongco said.

“And now we are in the process of correcting from individual metering to cluster metering all over the municipalities that are viable simultaneously with our ongoing 69 KV lines and 13.2 circumferential distribution lines, which we could not do overnight,” said Maongco, adding “this will be completed by the first quarter of 2014…”
