What is the Bangsamoro Organic Law?


The Bangsamoro Organic Law (Republic Act No. 11054), also known as Bangsamoro Basic Law and often referred to by the acronym "BOL" and "BBL" (Filipino: Batayang Batas para sa Rehiyong Awtonomo ng Bangsamoro), is a Philippine law providing for the establishment of an autonomous political entity known as the Bangsamoro Autonomous Region, replacing the Autonomous Region in Muslim Mindanao (ARMM).

The measure originally called as Bangsamoro Basic Law (BBL) drafted by the first Bangsamoro Transition Commission (BTC) appointed by then President Aquino was deliberated upon by the 16th Congress of the Philippines but failed to pass into law.

The issue was taken up once again in the 17th Congress, this time a new BBL Version drafted by a new expanded BTC appointed by President Duterte.

The legislation was ratified by both the Senate and the House of Representatives on July 23 and 24, 2018 respectively. The bill was finally signed into law by President Rodrigo Duterte on July 26, 2018.

As an organic act, the Basic Law aims to abolish the Autonomous Region in Muslim Mindanao and provide for the basic structure of government for the Bangsamoro Autonomous Region, following the agreements set forth in the Comprehensive Agreement on the Bangsamoro peace agreement signed between the Government of the Philippines and the Moro Islamic Liberation Front in 2014.

future plebiscite (November 2018) will be held to ratify the law, creating the proposed Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and formally abolish the current Autonomous Region in Muslim Mindanao.
