DSWD-ARMM Holds Payout in Saguiaran

MARAWI CITY- The Department of Social Welfare and Development of the Autonomous Region in Muslim Mindanao (DSWD- ARMM) Financial Unit in coordination with the Pantawid Pamilya Pilipino Program (4 P’s) and Team Pantawid Lanao gave the 29 Barangays of the Municipality of Saguiaran its annual payout last September 2, 2015 at the Provincial Capitol Gymnasium, Marawi City.
The Philippines DSWD is the executive department of the Government responsible for the protection of the social welfare rights of Filipinos and to promote social development. It takes the lead in providing help and assistance to the people.
The program focused on its primary objectives such as social assistance: provide cash assistance to address the short-term financial need; social development: by investing in capability building they will be able to break intergenerational poverty cycle.
Pantawid Pamilyang Pilipino Program or commonly known as 4 P’s is a conditional cash transfer program of the Philippine government under DSWD. It aims to eradicate extreme poverty in the Philippines by investing in health and education. It is patterned on programs in other developing countries like Brazil (Bolsa Familia) and Mexico (Oportunidades). The 4Ps program now operates in 17 regions, 79 provinces and 1,484 municipalities and 143 key cities covering 4,090,667 household beneficiaries as of 25 June 2014.
DSWD and other participating units usually do the payout in every 2 months in the said municipality. The different barangays were subdivided into 20 barangays in the morning and 9 barangays in the evening. With an estimated 2000 beneficiaries of the whole place, the DSWD aimed to be able to hand the money to the beneficiaries in the exact date.
Schedules of payout are:
Morning (Kapipita): Poblacion, Bubong, Natangcop, Pamacatan, Limugao, Maito Basak, Dilimbayan, Comonal, Mapantao, Patpangkat, Pantaon, Gadongan, Cadayonan, Maliwanag, Panggao, Salocad, Batangan, Cadingilam, Lumbactoros and Pawak.
Evening (Magabi): Alinun, Bagoaingud, Pagalamalan, Pindolonan, Sunggod, Dalausan, Mipaga, Linao and Lumbayanague.
The Provincial Capitol Gymnasium was filled with people from the different barangays of Saguiaran. For smooth releasing of the payout, each barangay was assigned a table bearing the name of the barangay with DSWD workers to accommodate the beneficiaries. The names of the beneficiaries were called by a staff to fall in line in designated place where questions and confirmations of the person is being done by assigned staff.
The money, intended for the people, however, were not given directly because it arrived three in the afternoon due to some circumstances while the distribution of money ended at around 11 in the evening.
The 4 P’s beneficiaries were believed by the government to be those who had very low income and cannot provide the cost of living.
