UNKNOWN SUPPLIER SELLS GENERATORS TO ILIGAN LGU

The person supposed to have signed the bid documents for the supply of Generator Set with Power House at Gregorio T. Lluch Memorial Hospital (GTLMH) and to whom the Purchase Order was issued months ago, is not known to the members of the Bids and Awards Committee.

BAC Committee Chairman Gideon Taban and BAC Committee Member Jaime Sato declared under oath during their appearance before the Sangguniang Panlungsod at the latter’s regular session early this week that they have not seen or known Rosalie Ramaani whose name and signature appear on the Bid documents submitted by Butuan Boston Trading.

They said that the supplier sent a representative but they cannot remember who it was.

They also declared that they do not know who actually delivered the generator sets to GTLMH and those delivered to the City Mayor’s Office and the one at the City Engineer’s Office that was later known to be intended for the City Accounting Office.

It can be recalled that a complainant before the Office of the Ombudsman accused the Head of the BAC Secretariat Doris Barsomo as the person who filled out in her own handwriting Page 2 of the Bid Form already bearing the signature of Rosalie Ramaani.

Ramaani was also invited to appear during the SP Session but did not appear.

Councilor Usafeno Obial told his colleagues that the person who ordered the construction and supplied the materials for the Shade that is supposed to be a powerhouse at the GTLMH for the procured generator set was an Engineer known to be the husband of the BAC Secretariat Head.

The members of the BAC also mentioned that during the procurement of the Generator Set for GTLMH there were 3 Bidders but for the other generators only one submitted its Bid and yet the Purchase Orders were issued to the one and only Bidder.

Most of the SP members wondered how the transaction materialized as they decided to invite Ramaani during their next session.
