BAC Secretariat Head Faces Graft Raps

The Head of the Secretariat of the Bids and Awards Committee (BAC) now faces charges of Falsification of Bid Documents; Violation of 3, R.A. 3019; Violation of R.A. 6713; Violation of R.A. 9184; and Dishonesty before the Office of the Ombudsman, Mindanao.
According to the 8-page Verified Complaint of Irna N. Mallari, a Stenographer of the City Legal Office, the Respondent was identified as Doris T. Barsumo, likewise a Stenographer of the City Legal Office who is also concurrent Head of the BAC Secretariat of Iligan City.
The complaint alleged that the City Government invited bidders for the supply lf a 150 KVA Generator for the City Hospital.
On April 29, 2014, Butuan Boston Trading of J. C. Aquino Avenue, Butuan City, allegedly submitted Bid Forms duly signed by its Owner Rosalia Ramnani.
Further, it was alleged that page 2 of the said Bid Forms were left blank by the Bidder and that it was the Respondent who filled up in her own handwriting thereby making it appear that Butuan Boston Trading made the following offer: Item - “1”, Description – “Procurement of Generator Set,” Quantity – “1”, Unit Price – “P3,790,000”, Total Price – “P3,790,000 Vat Inclusive.”
Subsequently, a Purchase Order was issued in favor of Butuan Boston Trading who then delivered the Generator Set and constructed the Power House, a structure containing a concrete floor area of 10 square meters with G.I. Pipe Posts, structural frame rafters and Gauge 31 G.I. Sheets roofing.
It was further learned that Butuan Boston Trading is a Hardware and Spare Parts dealer – not a building contractor and dealer of Generating sets.
he Complaint also alleged that the accused was one of the employees designated by the City Mayor to constitute the new Bids and Awards Committee in lieu of the previous one whose three members resigned from the committee.
