Groundbreaking of Marawi rehab set in June

MARAWI CITY: The government is poised to spend P17.2 billion ($332.91 million) to rehabilitate the former battle area in Marawi City and its groundbreaking ceremony is scheduled in June after the Chinese-led Bangon Marawi Consortium (BMC) undergoes a Swiss challenge, report said.

BMC is expected to submit its project design this month, but it is to undergo a Swiss challenge.

The government said the terms of agreement with the Bangon Marawi Consortium (BMC) are still being finalized. 

The 9 companies behind BMC picked for Marawi rehabilitation as provided to the media by TFBM chairman Eduardo del Rosario are:

1. China State Construction Engineering Corporation Limited

2. Anhui Huali Construction Group Company Limited

3. China Geo Engineering Corporation

4. TBEA Company Limited

5. Shandong Jinyuan Homes Industry Development Company Limited

6. Future Homes PH Incorporated

7. A Brown Company Incorporated

8. HS Pow Construction and Development

9. SDW Realty & Development Incorporated

The first 5 in the list are Chinese companies while the last 4 are Filipino companies. 

The contract is expected to be awarded to the winner in the Swiss challenge – BMC or an alternate company – by the end of May to make way for the scheduled groundbreaking ceremony in June.

Following is media’s list of the tasks for winner of the, based on a PowerPoint presentation of Task Force Bangon Marawi chief Eduardo del Rosario:

· debris management

· site development plan

· concrete road infrastructure (per lane, per kilometer, including street and traffic lights) with provision for bike and pedestrian lanes

· provision for underground utilities such as water, power, and telecommunications

· both sides of the Agus River and Lake Lanao waterfront on the Marawi side shall be allocated for parks and recreational sites (minimum setback of 50 meters on each side)

· centralized wastewater treatment facility or centralized sewage treatment plant that will meet the demand of a population of at least 60,000, and with the discharge meeting Department of Environment and Natural Resources (DENR) standards (note: must be included in conceptual plan) 

· 24 units of 1,000-square-meter (sqm) lot of area barangay complex covering a two-storey barangay hall, with 500 sqm floor area, with provisions for a health center, a multipurpose hall, and a two-classroom madrasah with a floor area of 100 sqm 

· 22-storey elementary and high school buildings with 20 classrooms each based on Department of Education (DepEd) standards 

· Meetings, Incentives, Conferences, and Events (MICE) Convention Hall with a 5,000 seating capacity to be located in the areas fronting the lake 

· two-hectare memorial site with a museum located in the areas fronting the lake 

· preservation of at least 3 historical/heritage sites (Bato Mosque and two other sites) 

· port facilities 

· multi-modal transport hub 

· two-hectare Grand Padian or Central Market with 5,000 sqm floor area per floor or a total of 10,000 sqm floor area 

The task force has been criticized for not involving Marawi residents in making decisions about how the rehabilitation of their city should be undertaken. 

But Del Rosario gave assurances that the process has been transparent. 

"These steps were undertaken for utmost transparency and [to] protect the interests of the government," he said. 

He also told the media the results of consultation meetings with Marawi residents will be incorporated in the plans. - With reports from agencies/RSP
