This Thing Called Calamity

The said endorsement has been put on hold due to a technicality. According to SP veterans, a State of Calamity cannot be declared in a local government unit unless the Disaster Risk Reduction and Management Council (DRRMC) convene and resolve based on its findings and justification that there is in fact a calamity in the area.

An SP Resolution declaring a state of calamity shall then be used as a basis in disbursing Calamity Funds for expenses related to the matter.

Unluckily, however, the Iligan City Disaster Risk Reduction and Management Council (ICDRRMC) has not been convened, according to the City DILG Director.

Reportedly, only the City Mayor can convene and preside over meetings of Special Bodies like the ICDRRMC.

And in Iligan, it is matter of public knowledge that the incumbent Mayor is under detention for being accused in a criminal case.

The SP is now in a quandary. Veterans in the Body insist that the provision of the law must always be satisfied in order for legislative actions to be valid.

Probably out of sheer frustration, a member of the SP wondered aloud, “How about if the Mayor convenes the ICDRRMC in the City Jail.”
